California faces a housing crisis with the median price for a single-family home at $830,000. That is double the national median. Despite billions of dollars in spending, homelessness has increased by at least 22,500 since 2019, to 173,800. California’s challenge is to build far more housing units than it has in recent years.

Poverty rates have dropped due to surges in government aid during the pandemic. But some of those safety net programs are being pulled back. And about 29% of Californians are poor or near poor and the state has the highest poverty rate, when the cost of living, especially housing, is counted.
